On June 24, 2019, President Trump signed into law the reauthorization of the Pandemic All-Hazards Preparedness and Advancing Innovation Act (PAHPA). The act was authored by Senator Richard Burr and first enacted in 2006. Before its unanimous passage in the Senate, Senator Burr discussed the reauthorization at the Scowcroft Insitute’s Pandemic and Biosecurity Policy Forum held on May 14, 2019 in Washington, DC. He emphasized the need for a policy architecture that allows innovation to occur in the public health space. The reauthorization will enable long-term public-private partnerships that Senator Burr said, “increase the possibility of societal leverage at a problem.”
The Annual Pandemic and Biosecurity Policy Forum brings together policy leaders, pandemic experts, and health professionals to discuss some of the greatest obstacles to international outbreak response.
